I think that this is a great idea. It is a sort of a turnkey solution for static web pages. This of course doesn't mean that it isn't useful in dynamic web building because all dynamic pages are, or at least should be, modeled as static pages for providing a solid foundation on which to build on. This will especially make a great tool for anyone new to HTML 5 and CSS 3 or anyone new to web development. I must admit that I will not be implementing this yet because (x)html has better support right now however when I do eventually (in year or two) move on to HTML 5 I will definitely give your template/framework a second look.
